ISSUES SECOND PROGRESS REPORT
Airport Board Approves Sweeping Changes
February 27, 2009 – The Lexington-Fayette Urban County Airport Board moved swiftly this week to implement a sweeping series of reforms that included a code of ethics for airport employees. A description of those reforms comprises the Chairman’s second Progress Report on policy improvements. The Chairman’s first progress report was released on February 20.
“At this week’s board meeting, the Airport Board adopted many recommendations from the State Auditor’s Report,” said Bobby Owens, Chairman of the Lexington-Fayette Urban County Airport Board. “The Airport Board is working diligently to rebuild the public trust. We will continue to take aggressive steps to implement new policies to increase the oversight, accountability and transparency of operations at Blue Grass Airport.”
The reforms implemented by the Board of Directors include:
- A revised policy on disclosure and conflicts of interest
- A stronger policy against nepotism
- A policy prohibiting airport employees and Board members from accepting gifts or honoraria
- A stronger policy against the private use of airport property
- A strict policy to ensure the airport cooperates fully with government investigations
- A strict recordkeeping policy
- A policy requiring financial disclosures from Board members and certain director-level employees
- A strong whistleblower protection policy
- Strict controls and disclosure requirements on travel, business expenses and entertainment
- Policies on documentation of all expenses
- A time limit on submitting expenses for reimbursement
- Restrictions on gifts and meals for staff, tenants, customers and business partners
- Restrictions on travel expenses
- Prohibitions on club memberships
- Strong policies against harassment and discrimination
Future progress reports will be released in the near future.
